  7.     The savings-and-loan disaster may be a burden for taxpayers,
  8. but it's a boon for lawyers. The federal agency created to
  9. handle the sale of insolvent thrifts has set an annual budget
  10. for legal fees of $130 million. That's quadruple the cumulative
  11. $33 million it has  spent on lawyers since its inception last
  12. year.
